About the Opportunity
The Legal Department has an immediate opening for a Senior Legal Counsel Policy Advisor , reporting to the Vice President and Deputy General Counsel of Legal, with frequent opportunities to work directly with the General Counsel and advise senior leadership on policy matters affecting banking supervision matters.
What You Will Do:
Navigate and Advise on Financial Regulatory Matters
Specializes in banking and financial regulatory and compliance matters. Responsible for defining, researching, analyzing and managing policy issues related to the US central bank, regulatory system, and financial services and banking sectors.
Advise on legal matters related to the daily functioning of the Federal Reserve System, including secured lending, banking supervision and regulation, payment systems, risk management and compliance, and corporate governance.
Monitor regulatory activities and provide analysis to senior leadership and functional management. Assess legal and compliance risks, benefits, and consequences of business decisions, presents alternatives and solutions to achieving business objectives while maintaining legal considerations. Act as key risk advisor on bank regulatory matters.
Conduct legal research into and provide analysis of novel issues, particularly in areas related to banking and financial institutions law and administrative law
Transform Complex Regulations into Practical Guidance
Translate complex concepts, policies, and regulations into understandable briefs that present objective summaries of relevant research, details various policy options and reflects Bank’s point of view on various policy effects.
Assess potential legal and compliance risks, benefits, and consequences of decisions, present alternatives and propose solutions to achieve business objectives, while managing legal and practical business considerations.
Advise and train on legal principles and best compliance practices for credit risk management and secured lending.
Influence Federal Reserve policies and procedures.
Conduct legal research, give oral and written opinions, and make legal and risk management recommendations.
Drive Strategic Partnerships
Participate on task forces, work groups, and other special projects within the Federal Reserve System.
Collaborate with Richmond Fed management and staff and with third-party legal and business representatives.
Qualifications:
Juris Doctorate (J.D.) from an accredited law school required
Must be member in good standing as an attorney or corporate counsel of the Virgina bar or eligible for membership.
Broad and deep technical knowledge of Federal Reserve, regulatory law and processes, and ability to understand policy effects, including benefits and drawbacks, on financial services and banking policy sectors.
Demonstrated expertise in federal banking laws, regulations, and compliance requirements.
Experience interpreting regulatory guidance, supervisory letters, and enforcement actions. History of successfully navigating complex regulatory issues or enforcement actions.
Ability to advise on regulatory expectations, examination processes, and compliance strategies with federal banking regulators. Proven background in providing strategic regulatory advice to executive leadership teams.
Comprehensive knowledge of the Federal Reserve Act, Bank Holding Company Act, Dodd-Frank Act, and other banking and financial services legislation.
Ability to meet deadlines, reprioritize work as necessary, conduct and complete valuable research, and maintain an active knowledge of legal regulations, laws, and policy under stressful conditions.
Excellent analytical skills, prudent judgment, problem-solving, and decision-making ability. Adept at assessing information and circumstances, determining potential risks and benefits, and developing appropriate and effective recommendations for action/response
Prior experience with Board of Governors of the Federal Reserve System or other federal bank regulator preferred.
